The National Resistance Movement (NRM) parliamentary caucus, has resolved to support the Protection of Sovereignty Bill, 2026 in a move expected to clear the way for its debate in parliament.
In a statement shared on Tuesday, the government chief whip and chairperson of the caucus Hon Obua Denis Hamson, said the decision was reached after a meeting at the Office of the President Conference Hall.
Obua noted that the legislators recognised their imperative obligation of safeguarding Uganda’s sovereignty, national security, constitutional order, and socio- economic stability in an increasingly complex global and domestic environment hence supporting the bill.
Obua further noted that the caucus appreciated the strategic guidance provided by President Museveni and were guided by Minister of Internal Affairs Kahinda Otaffire’s and Attorney General Kiryowa Kiwanuka’s presentation and discussion of the harmonised position of Government on the Bill, to back the controversial bill.
“Acting in the spirit of consensus, cohesion, and collective responsibility, the caucus hereby resolves to support the harmonised position of Government regarding the Protection of Sovereignty Bill, 2026 in Parliament” he said.
The Bill which has been tabled before Parliament again today for legislators to vote on it, remains contentious, with critics warning that its provisions could have far reaching implications on civil liberties, political activity and economic engagement, particularly in relation to foreign funding.
