Kabale High Court on October 14, 2025, concluded its second extraordinary session dedicated to matters involving the Attorney General, following an earlier successful sitting held on July 10, 2025.
The Attorney General’s Office, which represents all Government entities was represented by the Acting Principal State Attorney, Ms. Ann Karungi Gafabusa, Head of the Attorney General’s Chambers in Mbarara.
She was joined by members of the Bar led by Ms. Rebekah Ayesiga, and welcomed by Kabale Chief Magistrate, HW Derrick Byamugisha, who represented the Assistant Registrar of the High Court during the session.
Ms. Karungi announced that the Ministry of Justice and Constitutional Affairs, which she represents, will soon open a fully-fledged office in Kabale to serve the public and court users in the Kigezi region.
She shared that Kabale is among five districts earmarked for new Attorney General offices across the country, alongside Lira, Iganga, Masaka, and Hoima.
She explained that the decision was driven by the high volume of cases handled in the Circuit, and emphasized the Office’s policy to align new High Court circuits with matching capacity from the Attorney General to ensure timely handling of matters.
Resident Judge Justice Karoli Lwanga Ssemogerere commended the Bar for their punctuality and diligence, which has enabled the Court to register higher disposal rates compared to new case filings.
He urged advocates and litigants to keep abreast of changes in the law to ensure predictable outcomes, and welcomed the new Attorney General’s Office in Kabale as a milestone for access to justice.
He reminded litigants that the Attorney General’s Office should not be viewed merely as an adversarial party but also as a channel through which Government provides essential services to citizens “from birth, marriage, and death when the effects of deceased citizens are distributed.”
The well-attended session heard 21 civil matters and was graced by senior Local Government officials, including the Deputy Town Clerk of Kabale Municipal Council and the Senior Assistant Secretary attached to the Kabale District Land Board, among other civil servants whose matters were scheduled for hearing.
