As government rolls out the new traffic road violation penalties through the automated Intelligent Transport Monitoring System (ITMS) which has followed criticism from the public over the fines, the Senior Communications Officer Ministry of Works and Transport Mr Allan Ssempebwa has cautioned road users to prioritise safety and compliance with the traffic regulations in order to avoid fines.

“For now, EPS Auto will be largely enforceable to motorists or riders who abuse the red light at traffic junctions and those violating speed limits, only these two violations. The rest shall still be enforceable as has been the case by traffic officers” he said.

Mr Ssempebwa made the remarks over the weekend over the new automated traffic fines issuance system that has begun to bite.

“If you break those two rules, the system will automatically trigger an alert at the control center managed by the Uganda Police Force, and it will generate a ticket on your mobile phone. We shall announce when we are fully prepared, but note that the EPS Auto also slaps fines not only on owners of digital plates but also on the old ones as well” he said.

The Public relations officer ITMS Ms Priscah Ayesiga said the system applies to all vehicles, except those on emergency duty, and is designed to promote responsible driving and save lives.

“As part of the Intelligent Transport Monitoring System (ITMS), the Express Penalty System (EPS Auto) is now operational. We urge all road users, including motorcyclists and drivers, to prioritize safety and compliance with traffic regulations. By doing so, penalties can be entirely avoided, Red light and speeding violations will be captured 24/7” she said.

Ms Ayesiga said government set speed limits of 30km/hr in high-risk areas like schools and markets, not everywhere as some people think to protect vulnerable road users.

“Compliance is not just a requirement, but a safeguard for all, by obeying traffic rules, we can avoid penalties and ensure a smooth, safe journey for everyone” she said.
