The Deputy Inspector General of Government, Mrs. Anne Twinomugisha Muhairwe has ordered the Chief Administrative Officers (CAOs) of Bundibugyo, Dokolo District Local Governments, and the Town Clerk of Koboko Municipality to dismiss officials who uttered false documents to gain their current employment.
According to a statement released by the inspectorate of Government (IG) on Wednesday, the four officials were dismissed after a thorough investigation by the IG which found they had forged academic documents while others forged appointment letters to get public service jobs.
The four officials include Mr. Charles Agaba, Assistant Inventory Management Officer and Ms. Ithungu Eve, Parish Chief (Bundibugyo DLG), Mr.Okello David Livingstone, District Inspector of Schools (Dokolo DLG), and Mr. David Dimba Kenyi, Principal Education Officer (Koboko Municipal Council).
The Deputy IGG Muhairwe noted that investigations found that Mr. Charles Agaba, submitted a forged Certificate No. KYU – B 10839 and Academic Transcript No. 027976 for a Bachelor’s Degree in Procurement and Logistics Management from Kyambogo University to Bundibugyo DLG for the promotion to the position of Procurement Officer in 2008 and also unlawfully obtained a court-awarded compensation.
“Instead of submitting his application for the position, he successfully sued the district for unfairly denying him the promotion since he possessed the required qualifications. Court awarded him Thirty Five Million Shillings (UGX35M) as compensation” the report reads.
Ms Ithungu submitted a forged Diploma in Public Administration purportedly from Uganda Pentecostal University and was appointed as a Parish Chief by the Bundibugyo District Service Commission.
Mr Kenyi, was in 2018 promoted to Principal Education Officer, Koboko Municipality after he presented a forged UNEB letter equating his Sudan School Certificate to the Uganda Certificate of Education (UCE) which formed the basis for his subsequent academic pursuit and eventual employment.
Mr Okello forged a letter of appointment on probation as an Assistant Education Officer purportedly by the Education Service Commission vide Minute No. 64/2007 (677). He later on In June 2007, presented a forged posting purportedly by the Ministry of Education and Sports to Kangai Secondary School to teach Geography.
“He used the same forged posting instructions of 2007 purportedly from MoES as supporting documents to his application for the position of Inspector of Schools and was appointed and confirmed on 24th October, 2018” the statement reads.
Mrs Muhairwe noted that Mr. Okello’s action of uttering a false appointment letter and posting instructions violated Section 328 of the Penal Code Act, CAP 128.
Mr Muhairwe further said the act of presenting a forged letter certifying the equivalence of academic qualifications to gain employment constitutes gross misconduct contrary to Section F-r, Paragraph 7 of the Public Service Standing Orders, 2021.
Ms Muhairwe has ordered the CAO’s in the three districts to ensure the dismissal of the officers due to their gross misconduct.
