The Under Secretary Uganda Police Force Aggrey Wunyi, has revealed that the force is seeking an additional UGX 58.4 Billion, to pay salaries for the recently recruited 10,000 officers trained to police the January 2026 elections.
While appearing before the Parliament’s Defence and Internal Affairs Committee on Tuesday, Wunyi revealed that the current budget only caters for part of the recruits, leaving 8,140 without salary in Financial Year 2026/ 2027.
“In the current financial year, our wage budget is UGX 522 billion, in the next financial year, it appears to be rising to UGX 533 billion. However, this is still insufficient if we on board the 10,000 recruits, there will still be a deficit” he said.
Mr Wunyi told the committee that even with an increment of UGX 11 Billion, they are still faced with a huge deficit making them unable to pay off the new recruits.
“These people will start earning salary in July” he said.
Mr Wunyi further allocate an additional funding to clear the forces domestic arrears of UGX 86 Billion which have accumulated over time, noting that only UGX 3.3Bn has been allocated in FY 2026/27 to clear it’s huge deficit.
“These areas are not for one financial year, they are an accumulation over a long period of time. In the next financial year only UGX 3.3 Billion has been allocated, even if we just compare with this current financial year, it’s very miserable, but we have a stock of areas of UGX 86 Billion” he said.
The Police undersecretary noted that the forces budget has been greatly affected by the recent UGX 350 Billion budget cut.
