The Minister of Local Government Balaam Barugahara, has ordered all LC5 Chairpersons, City Mayors, Division Mayors and Council Speakers across the country to ensure that bars and malwa joints begin operations after 3pm on working days.
“Bars, Malwa joints and other alcohol-selling establishments should not open before 3:00 p.m. on working days, subject to applicable national laws, licensing requirements and lawful local government regulations” he said.
Minister Balaam, made the order while announcing new directives on local government transparency, public accountability, community productivity and regulation of alcohol and betting operations, in a letter dated August 10th to all local leaders across the country.
He further ordered the leaders to close bars and alcohol outlets that repeatedly defy lawful operating-hour directives, and ensure appropriate enforcement action be taken against persistent offenders in accordance with the law.
The minister further ordered the local leaders to ensure they take lead in stopping early morning drinking in their areas and also protect legally underage people, from buying alcohol.
“This is intended to address idleness, family problems and rising crime associated with excessive alcohol consumption in communities, while promoting a productive and responsible population” he said.
Additionally, Balaam has called for the regulation of the operating hours of betting companies in order to protect communities, particularly young people, from harmful practices associated with excessive betting.
Lastly, Balaam has also called for the permission of journalists to all council meetings and display of approved budgets on the district’s main council notice board, to ensure transparency, accountability and public awareness.
Following issuance of the directives, Minister Balaam urged joint security teams, council enforcement officers and other relevant authorities shall support local governments in the implementation and enforcement of these directives.
“All responsible local government leaders are expected to take personal leadership in ensuring compliance & reporting challenges in implementation through the appropriate channels” he said.
However, it’s not yet clear, when the newly released directives will take effect.
