The Deputy Inspector General of Government (IGG), Dr. Patricia Achan Okiria has directed the Ministry of Education and Sports, Permanent Secretary (PS) Dr. Kedrace Turyagyenda to interdict the National Teachers’ College, Kaliro Principal and accountant pending ongoing investigations into the duo.
In a statement released on Tuesday, Dr Okiria noted that the college principal Ms. Lanyero Evelyn Grace and the accountant Mr. Okiria Clement Epalat should be suspended from their positions as investigations into the duo over abuse of office and causing financial loss of more than UGX 120M on 23rd May this year goes on.
Ms Lanyero who denied the charges before Her Worship Esther Asiimwe in the Anti corruption court following her arrest by the IG and arraignment is expected to appear in court on 27th June, 2025 for mention of her case while her co accused Mr. Epalat, is still at large with the court already issuing criminal summons to him to appear in court on 27th June, 2025.
Article 230(2) of the Constitution of the Republic of Uganda and Section 13(6) of the IG Act, Cap 32 provide that:
“The Inspector General may, during the course of his or her duties or as a consequences of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances”.
Court heard that the two officials who are facing two counts of causing financial loss and one count of abuse of office, in November 2022, in Kaliro District, being employed as Principal and Accountant, National Teachers’ College, Kaliro, respectively, irregularly effected payment of UGX120,904,000 to M/s Nissi Restaurant and Take Away for meals and refreshments for participants in an Information Communications Technology Retooling Workshop knowing or having reason to believe that their actions would cause financial loss to the Government of Uganda and indeed caused loss of the said UGX120,904,000 to the Government of Uganda.
