The Makindye Military Court has charged the Minister of Water and Environment Maj Gen (Rtd) Kahinda Otafiire’s brother, Amos Rwangomani with illegal possession of two firearms and ammunition.
Rwangomani, who was arraigned before the court on Wednesday following months of disappearance, was charged with being found in possession of a Pistol No. G259085, and a second pistol PSO BO 19687-08980 which allegedly contained 10 rounds of ammunition, in contravention of the UPDF Act
Rwangomani, a National Resistance Movement (NRM) cadre and mobilizer from Mbarara City, was allegedly seized on August 14, 2025, from the Mulago Business Center in Kampala by security operatives believed to be from the Special Forces Command (SFC)
In November last year, Kenyan activists, Bob Njagi and Nicholas Oyoo while addressing media following their release from detention said Otafiire’s brother, Rwangomani who has been missing for months is being detained by the Special Forces Command (SFC) at their Kasenyi base.
The duo made the revelation while appearing on Citizen Tv Kenya following their release after 38 days in detention allegedly partially at the Kasenyi SFC barracks before being transferred to Lunyo SFC barracks in Entebbe Municipality.
“We have the brother to the internal affairs minister Otafiire, he is looking for his brother, he was my cellmate, his brother has been in the same place for four months, the family don’t know where he is, they think he is dead, I left him in the cell” Bob Njagi said at the time.
Njagi added, “He asked me to talk to you to make sure the message reaches the president because the president isn’t aware of some of these things, it’s his son Muhoozi who is undertaking these crimes against humanity at the Special Forces training grounds in Kasenyi”.
Rwangomani’s arraignment before the court martial, comes days after the Chief of Defence Forces Gen Muhoozi Kainerugaba threatened to arrest Otafiire, following his recent call for political tolerance and warning against the use of violence to resolve disagreements, during his maiden speech in the 12th Parliament.
“I hear my junior MG.Otafiire made some statements in parliament against me. I’m giving him exactly 1 week to apologise to me or else he will see” Gen Muhoozi said.
He further warned that he would send the retired General to an old people’s home, before threatening to arrest him tomorrow, if he didn’t apologise for the remarks in subsequent posts.
“When old men like Otafiire refuse to respect us they become nuisances. We will send them to an old people’s home. One week is too long, he has 3 days to apologise.
3 days is too long. We are arresting Otafiire tomorrow without fail” he said.
During his address in Parliament, Otafiire called for tolerance for the opposition in the country’s affairs.

“I want to take two, three minutes to talk to the honorable members of the House and say, whatever the shade of our political persuasion, we have one country and we must serve that country” he opened.
He added “..The whole mark of civilization is how people resolve contradiction without violence. When you see a general who prefers violence as the best means of solving problems, then there is a problem. The greatest generals I know of are those who resolve problems without shooting a bullet”.
He further called for diplomacy to resolve matters between opposing political ideologies, instead of violence.
The court presided over by Col. Fredrick Kangwamu has set November 4th to determine when to start hearing the case after the prosecution informed court that investigations into the case were still ongoing.
