The Management of Uganda Civil Aviation Authority (UCCA) hosted Members of Parliament from the Public Accounts Committee – Committee of Statutory Authorities and State Enterprises (PAC-COSASE) and took them around the various facilities and services at Entebbe International Airport on Thursday.

The Committtee led by Hon. Muwada Nkunyingi visited the departure and arrival facilities at the main terminal building, the new terminal building (extension), cargo centre, electrical centre, fire station, and business class lounge, among others.

Speaking to the legislators, the Ag. Director General Ms Olive Birungi Lumonya, highlighted a number of recent milestones that the Authority had recorded, including the development of a 15-year Air Navigation Plan 2025-2040, securing a seat on the International Civil Aviation Organization (ICAO) Council for the period 2025-2028, “which is a significant achievement and recognition of Uganda’s contribution to international civil aviation.”

She further noted that “the aviation subsector has demonstrated considerable resilience in the face of a number of external shocks, including Middle East Airspace flight disruptions.”

Overall, growth in Uganda’s aviation sector remains positive.

“For instance, Entebbe International Airport recorded 2.48 million international passengers in 2025, compared to 2.24 million in 2024, representing growth of approximately 11 per cent. This growth was supported by increased airline connectivity, tourism, and the introduction of new routes and operators. Uganda has now concluded a total of 64 Bilateral Air Service Agreements with other countries,” she said.

She further updated members that Uganda attained an effective implementation score of 72.64% in the ICAO Universal Safety Oversight Audit Programme – Continuos Monitoring Approach (USAP-CMA) in September 2023.

The score was above the regional average of 55% and the global average of 69.4%.

“In relation to security, Uganda scored 81.6% in the Universal Security Audit Programme – Continuous Monitoring Approach (USAP-CMA) audit of January–February 2024, above averages of 64.5% (regional) and 72.36% (global). No significant safety or security concern was raised in either audit.”

Ms. Lumonya added that to further enhance safety, three new state-of-the-art fire trucks to maintain category 9 fire cover for Entebbe International Airport were recently acquired.

“The Karibuni Lounge was revamped and relocated to the second floor of the passenger terminal building to create room for passenger lounges on the first floor. This project is complete,” she said.

The Members of Parliament appreciated what they found on the ground, and being an accountability committee, they promised to interact further with the Authority for additional clarifications.
