The Inspector General of Government (IGG), Lady Justice Naluzze Aisha Batala, has directed the Clerk to Parliament, Hon. Adolf Mwesige, to immediately interdict seven senior officials of Parliament pending the final determination of the criminal proceedings against them.
According to a statement released by the Inspectorate on Friday, the officials affected by the directive are Mr. Chris Ariko Obore, Director of Communications and Public Affairs; Mr. Adilo Daniel, Director of Human Resource; Mr. Rajab Kaaya Ssemalulu, Principal Research Officer; and Mr. Okwi Emmanuel Emuron, Principal Protocol Officer. Others are; Mr. Otebata Vincent, Capacity Development Officer, Mr. Okema Leonard, Executive Secretary, Office of Speaker, and Ms. Itute Stella, Office Supervisor, Office of Sergeant-At-Arms.
The officials, who are currently on remand in Luzira Prison, were arraigned before the Anti -Corruption Court on 1 July 2026 and charged with embezzlement and causing financial loss, contrary to Sections 18(a) (i) and (ii), and 19(1) of the Anti-Corruption Act, Cap. 116 respectively.
Article 230 of the Constitution of the Republic of Uganda and Section 13(6) of the Inspectorate of Government (IG) Act, Cap 32 provide that;
“The Inspector General of Government may, during the course of his or her duties or as a consequence of his or her findings, make such orders and give such directions as are necessary and appropriate in the circumstances.”
The inspectorate further noted that in the instant case, public interest demands that while the case against the above public officials is still ongoing at the Anti-Corruption Court, they should be suspended from exercising the powers and functions of their offices.
“The directive underscores the IG’s commitment to safeguarding the integrity of public institutions and ensuring that due process is upheld while the matter is before the courts” the statement read.
