Family Given Two Weeks To Settle Dispute Over Late Makabugo’s 521 Acre Estate

The Deputy Resident District Commissioner (RDC) Kajjansi Town Council, Mr Patrick Mubiru has given the family of the late Ezekeri Makabugo Sempagama Bunjo, a period of two weeks to mediate and reach a settlement over the late’s 521 acre estate, covering two villages of Ngongolo ‘A’ and Ngongolo ‘B’ in Wakiso District.

During a locus meeting held at Ngongolo Cell A, last week called by RDC Mubiru, family members of the late, declined to reach a consensus of how the land should be allocated, after the estate administrator, Kizito Kizekiya who is accused of mismanaging the family estate and unfairly distributing the property of their late grandfather, failed to turn up for the meeting.

The meeting that was called to bring a resolution to the family dispute on the land, however failed to reach a resolution after the grandchildren of late Ham Kisasa accused one Nankya, their relative of collaborating with the estate administrator Kizito to divide and sell of the land.

During the meeting, Nankya made a proposal to take a step back as a family before involving authorises to seat down and settle the dispute.

However, this was meant with stiff opposition from the late Kisasa’s family members led by Joseph kavule, accusing Nankya of avoiding such meetings when planned, further noting that even when tey are called, they don’t reach an agreement as a family and pushed for the land dispute to be resolved by authorities.

Mr Deo Kyobe, a land owner on the disputed land, who was recently imprisoned over land disagreements with Kizito, urged the family members to reach a decision in order to allow residents already residing on the land to stay living peacefully.

“Mr Kizito Kizekiya isn’t straight forward, I bought this piece of land from a resident, even his (Kizito) uncle Kanyale signed for me on my title, we sat in meeting since 2014. We made an agreement with Kizito to measure this land and I return part of it to the family, so as he gives some land tittle, he has never given it to me, but rather I have been in Kigo over the same land, now am out and we are still in court over the land” he said.

Mr Mubiru, while addressing media after the meeting noted that the biggest land issues in the area, stems from local chairpersons, wishing to gain more from the land dealings.

“This is the fifth time that am moving in the area, as you have seen the area chairperson for Ngongolo B, village Mr Saul Kiwanuka runaway, they are the wins who oversee the sale of these plots of land. They sometimes subdivide and sell them to different individuals, as longs as they hear of money, they stamp off the titles” he said.

RDC Mubiru noted that the family has a lot of issues which couldn’t be settled, and absentia of key family members over the land dispute during the meeting, which required more time to reach a consensus.

“The family has a lot of issues as a family, but I have given them two weeks to seat and discuss amongst themselves as family members, in case they fail to agree, we won’t allow them to come and disrupt the peace of the residents who have settled here for a number of years” he said.

He further warned against any of the family members carrying out any further measurements on the land in order to subdivide it or sell it to another person until the land dispute is resolved.

“After the two weeks we want them to present a written resolution to my office on what they have agreed on, during the meeting. Otherwise, we will not allow these people who come and claim ownership of the land, with the land titles to disrupt the peace of others yet they got them through wrong channels” he said.

During a meeting held at the RDC’s office in Kitende a fortnight back, the chairperson Ngongolo B, village Mr Saul Kiwanuka, contradicted himself during the meeting when he initially denied having any knowledge of the illegal land sales on the land but later accepted that he used to stamp the land purchase documents after.

“We agreed with him (Kezekia Kizito) through the land dealers Kabambula, on the portions of land to be sold off together with other residents on the village, I also used to stamp on those land transactions after” kiwanuka told the meeting.

Mr Kiwanuka’s inconsistency while replying to questions from the RDC during the meeting, in which Kezekia was absent from led to an altercation with the family members, prompting RDC Mr Mubiru to set Wednesday 17th for the parties to reconvene to settle the dispute.

Mr Vincent Ssebawutu, who was entrusted with caretaking of the estate by the deceased, revealed that during a Makabugo Kayanjulwa land meeting held at kyaali on 25/04/15, Kezekia said he was going to partition and distribute the land out to his siblings amongst the three households, according to their father’s lineage.

“However, he was advised to during the meeting that the land was to be divided amongst four households, since they were four brothers and it stopped the further dealings and divisions on the land” he said.

However, Mr Vincent Ssebawutu revealed that after the meeting, Kezekia fraudulently changed the land title and letters of administration over the land, into his own names without the knowledge of the family members and started selling off the land.
