The Uganda Police Spokesperson ACP Kituuma Rusoke, has revealed that the force has submitted the case file on the Ggaba murder investigation to the Director of Public Prosecutions (DPP).

Kituuma has noted that investigators intend to arraign the suspect, Christopher Okello Onyum in court soon but are still waiting on final guidance from the DPP on how the case should proceed.

“The submission is being done today of the file and we expect the outcomes of the DPP to give us final guidance, but our ultimate objective is to see that the victims get justice and we hold this perpetrator accountable” he said.

Kituuma made the remarks during the Police Weekly Media Address at Naguru Police Headquarters on Tuesday.

Kituuma further revealed that police is also investigating another incidence in which a woman who only identifies herself as Flo, a resident of Bwaise alleged that her one year old son Freeman was murdered by Okello in 2019.

“We came across a video of a lady who alleges that the suspect committed a murder prior, and that is in 2019. We built interest into that matter, it was all over social media and we shall follow that matter to its depth” he said.

He added, “Our CID teams are looking into the facts around it, because the allegation is that he got off the hook. If we find that there were any loose knots, we shall tie them to ensure that this suspect does not go to court free. Our ultimate objective is to see that the victims get justice and that this perpetrator is held accountable”.

In the video, Flo alleges that following the murder of her son Freeman, she was denied justice by police in her case file number 003/19, after Okello was flown out of the country by his family, hence avoiding justice.

Okello, who is in police custody, fatally stabbed four toddlers at Ggaba Early Childhood Development Centre in Kampala on April 2, 2026.

The deceased include Gideon Eteku, 2 years; Keisha Agenrwot, 2; Ignatius Sseruyange, 3; and Ryan Odeke, 2.

Kituuma’s remarks come after President Yoweri Museveni ordered a quick community trial for Okello, so that residents can witness justice being dispensed.

The directive could make the case one of the first recent civilian matters to be heard through a community-based mobile court.

 

Who is Christopher Okello Onyum, the Ggaba Toddler Killer?

According to reliable information picked from sources and Okello’s family members, he had a history of mental health challenges.

It is alleged that his family sought treatment for him in the United States, where he reportedly stayed for some time before returning to Uganda last year.

Local leaders say the suspect’s father, who reportedly identified him through images circulated after the incident, shared this information with investigators.

Born on June 23, 1987, at Kitwe Central Hospital in Copperbelt Province, Zambia, to Ms Olive Acakara and Mr Asuman Sebayiga Onyum , Okello was the third born of four children; all boys. Records that this publication has seen indicate that his father, Mr Onyum, hails from Kwania District in northern Uganda, while the mother, Acakara comes from Kumi District in eastern Uganda.

He attended Chudleigh Primary School in Lusaka, Zambia, Jack and Jill Nursery School in Kabalagala suburb and completed his primary education there before joining the Aga Khan Secondary School also in Kampala.

Okello’s father, Mr Onyum relocated to the US for work and in 2003 arranged for all four of his children to join him in the US.

In 2016, Okello returned to Uganda, but relatives observed that his behaviour had changed, a sign, they said, of the winds of fortune that had shifted.

In September 2025, Okello reportedly began working with some Americans who had arrived on a chartered plane.

The Americans were engaged in agricultural ventures and had established a farming project in Nwoya District. Okello would travel to Nwoya, spend a week working on the farm, and then return to Kampala.

He continued this back-and-forth routine for about four months, living a life that seemed to run like clockwork. However, by February and March, Okello was no longer working for unknown reasons.

During this time, the family continued monitoring Okello closely and he would frequently visit his mother in Bunga.

One day, however, he moved to stay at the mother’s home for a few weeks before deciding to go back to the rented facility and relatives recall pleading with him to remain at home, but he refused. He contacted a boda boda rider who then took him back to his rented residence in Kyanja. Concerned about his well-being, on March 26, 2026, his mother visited him in Kyanja but she was told by neighbours that Okello had gone to town.

When she returned later, she learnt that Okello had shifted to a house in another location, which she could not trace.

She was never to see him again until April 2, 2026, at around 1pm when a young boy only named Elias came to her home with shocking news, that Okello had killed four children at a day-care in Ggaba.
