The Director of Public Prosecution (DPP) has withdrawn corruption related charges against the former Makerere University of Business School (MUBS) Principal Prof. Wasswa Balunywa
In a withdraw letter dated 7th November 2025, addressed to the Nakawa Chief Magistrate, the Director Of Public Prosecutions Jane Frances Abodo noted that the court had also dismissed charges against his co accused Jacqueline Namaganda, the former acting Human Resource Director at MUBS.
“This is to inform Court that the Director of Public Prosecutions has decided to discontinue proceedings against .A1, Professor. Waswa Balunywa A2, Namaganda Jacqueline, charged with 3 counts of abuse of office c/s..10(1) of the anti……. corruption act cap 166,3counts of neglect of duty c/s 101 of the penal code act cap 128” the order read.
The three counts of abuse of office and neglect of duty charges were withdrawn before the Anti-Corruption Court in Kampala on Wednesday.
In September, Balunywa and Namaganda were arrested, charged and remanded to Luzira Prison on charges of abuse of office.
At the time, prosecution alleged that Balunywa abused his office by unlawfully appointing James Arike, Nathan Nuwagira and Nimrod Kakayi as Administrative Assistants creating ineligible costs to government forming the basis of the corruption case.
Prosecution noted that the recruitment process contravened established guidelines and procedures for hiring public servants, which prompted the Inspectorate of Government to launch an investigation into Balunywa, who served as MUBS principal for several years.
Namaganda, the former acting Human Resource Director at MUBS, was accused of neglecting her duty by failing to verify the recruits’ eligibility before their appointments.
