The 11th Parliament has processed and passed the controversial Protection of Sovereignty Bill, 2026, which has met resistance from the public and several legislators alike.
The Bill which was read three times before it was passed, met stiff resistance from members of the opposition, who faced a number of techical difficulties while presenting their minority report.
During the debate, the opposition legislators led by LOP Mr Joel Ssenyonyi, had a string of its attempts raised on technical and procedural terms either ‘ignored’ or fetched no conclusive redress.
Earlier in the day, the chairperson of the NRM parliamentary caucus, Hon Obua Denis Hamson revealed that they had resolved to support the Protection of Sovereignty Bill, 2026 the legislators recognised their imperative obligation of safeguarding Uganda’s sovereignty, national security, constitutional order, and socio- economic stability in an increasingly complex global and domestic environment hence supporting the bill.
Obua further noted that the caucus appreciated the strategic guidance provided by President Museveni and were guided by Minister of Internal Affairs Kahinda Otaffire’s and Attorney General Kiryowa Kiwanuka’s presentation and discussion of the harmonised position of Government on the Bill, to back the controversial bill.
