The General Court Martial chaired by Brig Gen Richard Tukachungurwa, has charged four senior Uganda People’s Defence Forces (UPDF) with alleged misuse of operational fuel for personal benefit. The accused who include Brig Gen James Barigye Ruheesi, Col David Ocitti Kidega, Maj Innocent Kikongo Mugumya, and Capt Kenneth Labwon Kinyera, were on Monday paraded and read the charges, which they denied.
According to prosecution, the officers diverted about 27,000 litres of diesel for personal use between July 2022 and December 2023 in Kampala and Jinja.
Brig Gen Richard Tukachungurwa, has adjourned the matter to May 29, 2026, for mention.
According to sources privy to the case, the senior officers were arrested earlier this year on the orders of the Chief of Defence Forces, Gen Muhoozi Kainerugaba following reports of inconsistencies in fuel accountability records, which flagged possible diversion of supplies intended for official military operations.
