The Inspector General of Police (IGP), Abas Byakagaba, has appointed the former Masaka Regional Police Commander (RPC), CP Enock Abaine as the overall commander of the Election Planning and Monitoring Centre (EPMC).
Abaine who is infamously remembered for having commanded his juniors to attack journalists and supporters of Robert Ssentamu Kyagulanyi aka Bobi Wine during the 2021 presidential campaign in Greater Masaka district will now oversee election planning and monitoring through field forces deployed in nine zones.
Abaine, was promoted from the rank of Assistant Commissioner of Police ACP to the rank of Commissioner of Police CP in 2023 in appreciation of his work.
Then an RPC in the 2021 elections, Abaine unleashed the brutality of the highest level to journalists and Bobi Wine’s National Unity Platform (NUP) supporters.
The most affected was then Ghetto TV journalist Ashraf Kasirye, who was hit on the head and sustained permanent head injuries.
Kasirye later relocated to the United States of America where several NUP supporters who were also injured during the violence under Abaine’s command relocated to before returning back home.
IGP Byakagaba has also appointed ACP Moses Mwanga Kitiyo as Abaine’s deputy.
The duo has been tasked with ensuring that candidates’ rallies are monitored and conducted in line with Electoral Commission guidelines.
