Open Letter to the Chief Justice Hon. Justice Dr. Flavian Zeija, My elder Old Boy of St. Mary’s College Rushoroza & Son of Kigezi Sub-region.
My name is Dr.Joseph Tindyebwa (Ph.D of Public Management) a Senior Lecturer and student of LLB , with humility am humbled to express my gratitude to God and congraturate you being one of our most highly eleviated top governance leader that studied from the same school I studied from 1993-1996.
I/We were extremely delighted for your home coming on 18.10.2026 at the holy hill of knowledge our School St. Mary’s College Rushoroza, a School I spent four years shaping my integrity, sincerity, moral value & ethics, character .
It was worth of it for most of OBs & OGs to travel joining you to thank God who promoted you by appointment to head the 3rd arm of government of Uganda; The Judiciary as our Chief Justice.
Hon. Justice , kindly allow me to present four appeals, recommendation and prayer if you give me appointment I will share with you details in person:
1. Restore the credibility and Independence of Judiciary whose function is to administer Justice to Ugandans without fear or favour.
RtD. Dr. Kiiza Besigye a highly respected Ugandan who doubles as your neighbour in Rukungyiri District , Former Lord Mayor Elias Lukwago all that are critically ill incancelated in prison taken as already guilty versus the principle of presumption of innocence, by denied bail applications they are in need od specialized medication abroad, Hajji Obed Lutare, Sam Mugunya your neighbour from Rukungiri still under abduction for over a year and many more others needs your wealth of wisdom and intervention to provide guidance that can avert abuse of our constitution and judicial power by presiding judges over the fore mentioned individual cases.
This appeal is of deep concern on determination of political cases most of the political prisoners denied bail both ordinary and mandatory bail when they fully meet all requirement and ready to comply with court terms and conditions. The supreme law maintains the status quo on presumption of innocence, yet this is no longer a consideration to specific individuals due to their political affiliation.
2. The need for judiciary to reign over abuse of authority by some security institutions and their commander who have assumed power to abduct/ arrest and torture Ugandans of different political opinion, affiliation & belief and detain them in ungazzeted place, spent time beyond unauthorized by law without being brought before Court. The abuse of the Justice system by any individual or authority should not remain at your watch or silence your Lordship. Many Ugandans has unanswered questions on where the country Justice system is going to especially when Justice is delayed and it is denied. Gone are the days of Justice Hon. G.W Kanyeihamba, gone are the days of His Lordship Johnbosco Katusi, His Lordship Justice Ogalo who joined hands to protest against the rape of the temple of Justice after the re-arrest of suspects of RPA who were granted bail and re-arrested by black mamba security operatives in 2007. Ugandans remember them of the legacy their left behind though they denied themselves titles of being name tagged as “carder judges, carder justices”. Carder judge over dead system of justice, denying fellow Ugandans bail is real murder of justice by some presiding judges over cases that require objective consideration for grant of bail. History will judge them. Taking Uganda to dark days of embracing injustice like the conduct of Justice Baguma in the case of Dr. Besigye that corrupsed in court room, now in Lubowa hospital denied of bail severally yet he has never defaulted or ever been non compliant to previous granted bails under their terms and conditions, Hon. Elias Lukwago is in critical situation ill media reports indicate was transfered to Murago from Luzira prison and for the 4th time denied for grant of bail , all this is ever regrettable, Uganda continues to cry, Uganda continues.
3. Backlog of cases: Hon. Justice, Civil and criminal cases takes too long to be resolved of which myself having an old age widow partnal unt Tumusiime Eveline a plaintiff in a civil case under High Court Family Division Wandegeya over two years, her case of redeeming back the estate of her husband has never been heard. This is mentioned among many. Personally the social injustice I faced when I was an employee at Kabale University since the last nine years has never been fully resolved to full justice satisfaction . Many Ugandans are hungr and angry for justice. You are our solution at a such time like this.
4. The evil of corruption and handling of corruption cases: Hon. Justice , the aggressiveness of handling politically motivated cases involving opposition leaders and cases of grossloss of trillion shillings as per IGG report every year government looses 10Trillion Uganda shillings amidist a struggling economy with inflatuon, embezzled government funds by few individuals that could be for medicine for the poor Ugandans in public medical facilities some lying on floor, the thieves are handled with soft gloves & others directly pardoned by the H. E the president via media statements made. How did the case of Rt. Hon. Among former Speaker logically reported or concluded, list of Senior Cabinat ministers in Temangalo and Chogm sagas, Uganda Airline, list of those who stole Karamoja iron sheets mismanagement etc..
5. Recommendations; Our Hon. the Chief Justice I humbly seek your indulgence to recommend the following :
I) . Establish and direct a national dialogue & Justice commission team for reconciliation and restoration of social Justice and political order that is currently wanting in area of citizen enjoyment of civil liberties and respect of the Constitution and rule of law not by law.
II) . Establish a Judiciary research bureau that I can be part of to closely investigate, evaluate on justice administration policy ant process in the country, fast track progress challenges faced in the Justice system or process in order directly report to your office for intervention where need be.
6. Prayer for you Hon. Justice. May God Almighty continue to be with you in your service as head of the arm of government . We are many silent Ugandans that bleeds beseeching you and God Almighty to reign over the current social and political Justice that is in limbo.
For God and My Country.
