The Uganda Civil Aviation Authority (UCAA) and the Guyana Civil Aviation Authority (GCAA) have signed a Memorandum of Understanding (MoU) to strengthen cooperation and collaboration in civil aviation.
The MoU which was signed was signed on October 2nd in Georgetown, Guyana, by the Deputy Director General, UCAA Mrs. Olive Birungi Lumonya, and Lt. Col. (Ret’d) Egbert Field, Director General, GCAA.
The MoU establishes a framework for expanded technical collaboration, knowledge sharing and the adoption of best practices in the management, modernisation and maintenance of civil aviation systems.

UCAA was also represented by Mr. Christopher Kasozi, Manager Economic Regulation during the signing ceremony.
The spokesperson of the Uganda Civil Aviation Authority (UCCA) Mr Vianney Luggya, revealed that the collaboration will involve exchange of information, deployment of experts and instructors for training and technical missions, as well as joint studies and other activities of mutual benefit.
He noted that key areas of the cooperation include, safety surveillance and oversight, State Safety Programme (SSP) and Safety Management Systems (SMS), Personnel Licensing and Training, Airworthiness, Institutional Strengthening and Human Resource Development and Economic Oversight of Air Transport.

“The partnership is expected to further enhance the safety, efficiency and regulatory standards of air transport in Uganda and Guyana, while laying a foundation for future commercial and economic ties between the two countries” he said.
In addition, Uganda and Guyana agreed that their Bilateral Air Services Agreement (BASA) will be concluded and signed during the forthcoming ICAO Air Services Negotiation Event (ICAN), scheduled to take place in Equatorial Guinea in December 2026.
